Commented Issue: Combining TIFFs with a mostly white page results in a blacked out page [1353]

When I am merging TIFF files and have a page with a lot of white in it (or very little text and images), it results in a black page in the final outcome.
Comments: Can I use what_the_black_page_should_be.tif in a unit test?
